SACRAMENTO\u00a0\u2014\u00a0<\/span>If Gov. Gavin Newsom and the Legislature truly believe that slow vote counting is a horrible problem \u2014 which it\u2019s not \u2014 right now is the time to fix it.<\/p>\n

They\u2019re crafting a new state budget. And they could choose to spend the money needed to help counties hire more temporary election workers, buy more sophisticated vote-counting machines and add space for all of it.<\/p>\n

That\u2019s the only way to significantly speed up vote counting and mute the MAGA drivel about California being a national \u201claughingstock.\u201d<\/p>\n

How much money?<\/p>\n

\u201cWe\u2019ve suggested $55.5 million,\u201d says Kim Alexander, president of the nonpartisan California Voter Foundation, which pushes to improve the election process.<\/p>\n

\u201cThat\u2019s not a lot in the big scheme of the state budget.\u201d<\/p>\n

She\u2019s right. It\u2019s essentially pocket change in a proposed budget still being negotiated that tentatively totals $356 billion.<\/p>\n

But don\u2019t bet on much of it being allotted for swifter vote counting.<\/p>\n

Regardless of all the potshots at California from cable news panelists about our \u201cembarrassing\u201d elections, faster vote tallying doesn\u2019t seem to be a high priority for the Legislature.<\/p>\n

Democrats are justifiably much more concerned about protecting poor people\u2019s healthcare, in-home services for seniors and the unraveling safety net as the Trump administration and GOP Congress slash federal funding.<\/p>\n

Federal cutbacks aside, the state for years has been spending more money than it takes in despite tax revenue exceeding expectations. Sacramento has a severe deficit spending problem that is projected to last for a while.<\/p>\n

So, allocating more money to speed up vote counting by a few days isn\u2019t very high on the governor\u2019s and legislative leaders\u2019 to-do lists.<\/p>\n

\u201cThe reality is elections currently are underfunded,\u201d says Assembly Elections Committee Chairwoman Gail Pellerin, a Democrat who was Santa Cruz County\u2019s chief elections official for 27 years.<\/p>\n

She also says, referring to demands for faster counting: \u201cThe media outlets want to call the races and be the first. And that\u2019s what this is all about.\u201d<\/p>\n

I don\u2019t disagree. By our nature, we journalists are anxious to report fresh news, including the outcomes of elections. And we become impatient when vote counts roll in seemingly at a snail\u2019s pace.<\/p>\n

But come on, it\u2019s not a horrendous burden on the public to wait a few days for an accurate vote count.<\/p>\n

It does, however, provide an excuse for President Trump and MAGA Republicans to regurgitate unfounded accusations that elections won by Democrats are \u201cstolen\u201d from the GOP.<\/p>\n

\u201cLook what\u2019s happening in California \u2026 it\u2019s a rigged election,\u201d Trump bellowed in a June 7 interview on NBC\u2019s \u201cMeet the Press\u201d with Kristen Welker. \u201cThey\u2019re cheating on the election.\u201d<\/p>\n

When Welker challenged him for evidence, Trump heatedly replied: \u201cThey\u2019re crooked just like you\u2019re crooked. Your press is crooked. And \u2018Meet the Press\u2019 is crooked. \u2026 You\u2019re either crooked, or you\u2019re stupid.\u201d<\/p>\n

To put this in context, the Trump diatribe came immediately after he called police officers attacked by Jan. 6 Capitol invaders \u201ca bunch of dirty cops\u201d and \u201ccrooked cops.\u201d The Trump-inspired rioters were trying to prevent Congress from certifying President Biden\u2019s \u201crigged\u201d election.<\/p>\n

It\u2019s constantly puzzling why millions of Americans take this unhinged man\u2019s blatherings so seriously. But they do.<\/p>\n

And when the president lies about ballot fraud, it erodes public confidence in the integrity of our election system and undermines democracy. Americans become even more cynical and polarized.<\/p>\n

So, the governor, Legislature and counties would do everyone a favor by investing in a faster vote count.<\/p>\n

\u201cIt\u2019s a problem,\u201d Alexander asserts. \u201cThe slow vote count has become the norm in California, but it\u2019s not normal for a democracy. It opens the door for false fraud claims.\u201d<\/p>\n

Much of the slow count results from tallying mail ballots, which amount to at least 80% of votes cast. They take longer to process, largely because each voter\u2019s signature on the ballot\u2019s envelope needs to be checked against one on file.<\/p>\n

So, California could speed up counting by mailing out fewer ballots. Now, every registered voter gets one. We could go back to requiring voters to request an \u201cabsentee\u201d ballot.<\/p>\n

But forget that. We\u2019re right to make it easy for people to participate in democracy \u2014 as long as safeguards are maintained to prevent fraud.<\/p>\n

Some counties have taken advantage of a new law that allows a voter to drop off a filled-in mail ballot inside a voting center. There, it\u2019s handled like an old-fashioned ballot that\u2019s filled out at a booth. This significantly reduces processing time. But many counties say they need more state money to implement the program. I have no idea why.<\/p>\n

Counting also is slow, of course, because lots of voters wait until election day \u2014 or near it \u2014 to cast their mail ballot. That clogs the system.<\/p>\n

If the ballot is postmarked by election day, it\u2019s allowed seven days to reach vote processors. Trump and fraud conspirators want to trash all ballots arriving after election day. That would speed up counting. But it\u2019s un-American.<\/p>\n

California election officials also try to pressure voters into mailing their ballots early. Rubbish.<\/p>\n

Election day should mean something. It\u2019s a day citizens are allowed to vote \u2014 whether they hand their ballot to a clerk at a voting center or drop it in the mail. They\u2019ve got a right to take their sweet time in concluding what the wisest voting decisions are.<\/p>\n

After all, the government allows us to drop our tax return in the mail on April 15 each year \u2014 and is very happy to receive our check a few days later. They process that check plenty fast.<\/p>\n

\u201cThere\u2019s nothing wrong with a slow count,\u201d says Rick Hasen, a UCLA law professor who specializes in election law. \u201cBut it\u2018s a major problem because, unfortunately, it\u2019s a manufactured crisis that can undermine public confidence. And it has gotten worse.\u201d<\/p>\n

So, Sacramento needs to undermine the demagogic manufacturers by stepping up vote counting while keeping elections virtually fraud-free.<\/p>\n
